Should be OK. The old PAS wouldn't drive the 39k input load of a stock Phase Linear worth a crap. Mine had trouble driving a 150k input load. They were mated to the Stereo 70 with a 470k input. Designs with a cathode follower will drive just about into a short circuit without complaint...
My factory fans work that way. The "box" that houses them hangs at the back end of the heat sink. You also get airflow across the top of the amp box, which helps pull out internal heat. That can't be a bad thing.
I believe mine is 1/4-20 but it might be a #12 or #14 machine screw. The 700-II is a pan head screw, the Pro is a flathead with a countersink in the back side of the faceplate.
Very possible the preamp is wonky. You might want to try checking for DC voltage on the output of the preamp. It should not have any, but I have seen that before on things that weren't working correctly.
Have you cleaned the controls on the preamp? If not, give that a shot.

That L90 looks like any number of Japanese CEC-made tables from the late 70s or early 80s. Not that its a bad thing, it just looks like a 30 year old turntable.
do you have anything you can feed straight into the amp? An ipod or a cd player or something would do it. Just need something to test whether you get sound out of the amplifier itself.
I dug up the 2000 service manual, and it does not appear to have cards like the 4000 has. Thats a good thing, fixing that thing was a huge pain in the ass.

Does the 2000 preamp have the power relays like a 4000 does? Those put almost no load on the switch, but I still wouldn't trust it to handle the amplifier power load. Should be OK for the turntable though. I just don't like running a lot of load through single cords. It seems like a bad idea...
Could also be a resistor drifted off value and messing it up. Worth a try anyway, resistors are cheaper and easier to source.
Isn't the 200 board normally designed more like a combination backplane / driver with the output transistors right on the board vs bolted to a heatsink? Could be...
