If I put it on the lower scale/range on dmm, then it says out of range, 200k scale/range is needed to get the 20.5 value. If I put the dmm on the 2M range I get 0.020

On the diode test of Q2, what does 1 represent on your meter?

Q1 is the one giving strange results, Q2 seems ok (around 600 value you mentioned if I remember correctly)

Q2 is a PNP . So as you are looking at it , black on the right pin red on middle then far left.

It is a 20.5K ohm resistor so your meter is reading accurately.
