For Q1 you should get readings approximating these. Q1 is NPN. Q1 pinout is B-C-E when looking at the face of the part with leads pointing downward.
B+C- means you plus probe is on B or base and your minus probe is on C or collector. That is the nomenclature below:
B+C- = 604
B+E- = 605
C+E- = 745
C-E+ = Open
B-C+ = Open
B1E+ = Open

I recommend you cut out VR1 since it does not work anyway and retake the measurements on Q1. I want to see whether it is walking wounded or not. I am suspecting it may be but cannot tell with VR1 affecting the circuit. You are dead in the water until this is fixed anyway so it really won't put you in any worse of a situation.
