Question: Can Outputs Die even if they have not been heavily used?
 
Ok, next, check the "pico" fuses on the backplanes. They are little green, about the same size as a 1/4 watt resistor. Amp off, caps discharged, meter on ohms. You have to demount control board to get to the backplanes.
There are 2 picos per backplane, one plus, one minus...

Any procedure to discharge caps or just wait a few mins powered off?
 
How about this? I think it reduces voltage from 12 volts to 8 volts

 
Yeah, that'll work. It's gonna get hot. One end on the plus terminal of the big cap and one end on the minus end of the cap. Check with your meter after about 30 seconds if the resistor doesn't go up in smoke first. Then short the other cap...

Lee I have 0.5 and 0.9 volts DC coming from the caps (without discharging), is it ok to proceed?
 
Test lead on busbar and other lead on Plus and then minus terminals??
