Your computer does output voltage, it is measured in AC peak to peak, I believe you need close to 2 volts peak/peak to drive the phase linears to full boogie. The more you turn the volume up on your computer the more you drive the amp. Your computer probably does not output 2 volts pek/peak...

Also when you bring the amp up to test the power supply positive and negative voltages don't forget to discharge the man storage capacitors, they will stay charged for days without the control board installed. I used a 1000 ohm 20 watt resistor to do this, you dont need a 20 watt to do this...
