Yes it is just a matter of clean, clean, clean. If your solvent is dirty from the flux residue washed off, it will dry on the board and redeposit flux residue everywhere. You have to get to the point where your solvent is basically free of residue to restore the original shine of the solder mask.
Like your dishwasher, if the rinse water is dirty, your dishes will come out dirty

It is great for my soldering pencil wire...
