you guessed correctly...in louisiana current rates at .05 in winter.... and .10 in demand months ie summer...Guessing that the downside is that if you have to purchase energy from the grid, the KWhr rate is high. They usually go hand in hand, low emissions = high KWhr rate.
here is about .25 last time i calculated...
the equivelant of public service agency goes over books every quarter...and elevates or lowers price ...depending on need of ice to maintain power...at that point in time...
