All outputs show 14 on dmm except bottom row which shows 211

Column 1 Outputs far left when looking from front of amp going top to bottom measures 720 one way 420 the other way.
Column 2 all outputs measure high like 1400 and keeps creeping up
Column 3 All measure 700 one way and 470 the other way except bottom output which is 470 / 545
Column 4 All shorted except bottom output measures short one way and 222 the other way

Which outputs should I start pulling?

The row closest to the transformer are the 21196's, NPN's, Go to diode mode and check the first two rows from the transformer. The second row you'll need to put negative on base...

Is base where those screws go into the output/board?

No, that's the collectors, the small pins that stick up through that outline...

Sorry Im a bit out of it, you identified collector, where is base and emitter?

If you were holding an output in your hand with the pins up, with the short distance between the pins and the end mounting holes UP, the base would be on the left, emitter on the right.

Row 1 Negative on Collector and Positive on Base all about 430 except bottom output which is 470
Row 2 Positive on Collector and Negative on base all outputs around 425
