Checked VR1 that seems to be good as well as D80, by the TO-220 do you mean Q1?

here is a debug hint. You can tack solder a 10 ohm resistor across the Pico fuse to help you pinpoint your problem area. Locate and fix your problem and then once fixed, replace the fuse else you will just get frustrated blowing fuses. There is a reason the fuse blewNope, it's messed up..! Ordered new fuses.
