WOPL 700B Has more output on the left channel.

Ok....

What is the reason or rationale for that setting .... Considering the" norn" seems to be .350 What's the benefit set high or set low ?

The norm is 385. The higher the lower the distortion, alongvwith running warm..
 
You can see from this data at 0.25W (kind of a worst case for a PL700) that it does not matter a whole lot after you hit 0.350V

Your expert opinion on setting the bias ? Stay near .350 or .380 as "latch" suggested ?

Both work fine...see attached. You have the data on the effects.

I don't recommend going over the 0.380 number because cross conduction can set in (very bad) above that when things heat up.

Back up and running.... The channel volume issue is gone... ( Don't know where it went ! ) When I first connected it to the test speakers on the bench I thought it had failed in some way.... NO perceivable hiss or hum from the speakers !

1) cleaned all the solder flux
2) rewired the AC across the middle , below the thermal switches
3) insulated the transformer from the case & insulated the bolts
4) Peters's "faraday cage"
