I expect that to be a measure that you see popping up in a lot of states in the coming years.  NJ officially has a medical program, but basically the gov doesn't like it so they've done everything you can imagine to stymie it.  As far as I know, there are no growers and I don't know if they ever got any dispensaries open.  At some point the fed will have to just give up on that battle.  Its not cost effective and I think enough people are tired of the "war on drugs" at this point that it will go away, or at least be re-aimed at more problematic drugs.
