Is there any wobble or looseness in the motor? Do you have a speed controller on it. You can drop oil down the spindle to get it into the bearing. Does the bearing feel rough.

I did what you describe, removing the cage and putting a few drops in.
Nothing helped.
I've can't imagine that it's a shorted turn in the windings since it's so consistent. Once it's up to speed, it stays there. Very, very close to correct- not belt.
I did fail to mention that occasionally, it takes a mood to work correctly for days.
I have a power meter, and as I recall, it was fairly inductive. I expected it to be pretty much resistive with the run cap in place, but I'm unsure of that.
If anyone thinks it might be instructive, I could hook it up again to see what the phase angle is when working and not. 27* sticks in my mind, but I don't remember if that was when working or goofy. The lower RPM itself might cause this though, right? Out of balance, so less back EMF?
