Pin 8 should be 0.0005V and is indicative of where you problem lies. It will put the output into current limit. Check the left channel and you will see that this is your problem child. You possibly have an open emitter resistor on the right backplane at location R35 or an open 1 ohm resistor at location R5, also on the right backplane.

The SPICE model nodal voltages with +/-80V rails are:

12 = -80V
11 = +80V
10 = +0.350V (with bias set to 0.35V)
9 = +0.925V
8 = +500 uV
7 = +80V
6 = 0V
5 = 0V
4 = -300 uV
3 = -80V

This is what your good channel should be close to.

When I open R35 emitter resistor in the SPICE model, then pin 8 changes to +0.665V, close to your reading. The same reading will result if R5 is open.

having metal tables made to match main part...
waiting on the meter faces markedbin volts and watts...
I like the metal table idea. I've a big pile of square steel tubing in the garage. Will eventually build a single vertical steel rack with heavy urethane wheels to hold all the PL gear.
Going to braze it together with bronze rod like I used to build bicycle frames. Then sandblast it and probably paint it Snap-On red, just because.

That's a nice looking tuner. Looks very user friendly and repairable.
Cool, put up a good antenna and you'll be set. Mines screwed onto a 10' pressure treated 2x4 screwed onto a 4x4 post.:) Some day I'll put up a real FM antenna.
