Several heavy-duty diesel engine manufacturers, including Caterpillar, Detroit Diesel and Volvo, were found guilty of using the devices in 1998 and settled with the EPA.
 
Living in the city with VW's only American assembly plant, which is scheduled to get a second line for a little SUV/Crossover thingy to go with the Passats, I can say the local politicos' asses are drawn so tight you couldn't put a toothpick up 'em with a sledgehammer. Sad part about this is what could happen to the assembly folks who probably had nothing to do with the scam. There's several thousand jobs at stake here.
