Its quite possible that the scope resolution initially led me to believe that it was flat lining, my bad. Good call on the resistors, mine look toasty. The ones in question are not the 5 watt power supply resistors that stand off the board. It's the 2 watt 7.5 K. They don't get hot, but they do fail.
