The EPA (and worldwide equivalent bodies) dictates:
Efficiency requirements for power supplies (this was a major driver). Bronze (85%), Silver (89%), Gold (92%), Platinum (94%) and now Titanium(96%) standards.
Power factor utilization (this was a secondary driver). This pushed capacitor input power supplies to the curb.
Now, the latest is iTHD, meaning the harmonic distortion of the current waveform taken from the line. The EPA is now pushing for no more than 5% iTHD in the near future.
