200VDC on the rails is not correct. You should be around +100vdc on the positive rail and -100 on the negative rail plus or minus a few volts. Get the back planes and control board from White Oak and gather the other piece parts (bridge rect, AGC fuse holders, new RCA's etc...) and do it up for good.

Check voltage on the collector and base busses on the bad channel backplane. I would want to know what the problem is before putting in a WO driver board in case the problem is not isolated to the board.
You've checked all rail fuses??
