It should have a low resistance value NTC thermistor on the AC mains input to the power transformer to reduce surge current.

No, seriously, the photo of those caps reminds me of a Stereo 70 I once saw. The chassis was nestled into the top of a wooden box, and inside the box were two caps the size of coffee cans. The caps were connected to the rest of the amp, but I didn't get to listen to them.
