LED bulb swap outs suck .
The main reason for the "intensity" issue we see is due to the bulbs light pattern.Typically the LUX value... The original halogen bulb is swapped out of a housing that wasn't designed for that LED bulb... LED's don't emit light the same way, the halogen bulbs housing is essentially a parabolic reflector.
The result is the swapped LED puts out lots of bright white light that just glares everywhere and not in a decent beam pattern to the road , LUX ......
The housing / reflector has to be designed for the LED.....
