Forming caps for White Oak board

Would there be any benefit to forming the caps before installing them on the board?

Minor. The primary reason to form the big, bulk ones is to determine if they are good caps or not before installing because of the large potential they have to make a mess, the ones on the control board are buffered/protected by the +/-20V regulators and series resistors or are in signal circuits. Thus the likelihood of an eruption is extremely low.

Not so for the main bulk caps that are attached to very low impedance transformers and rectifiers.
