Fluke 83 III weird JOE???

I got a free Fluke 83 III from my buddy and it only works for resistance measurements, nothing else. I popped the cover to look at it and although I couldnt find a schematic, I spotted this and the parts placement calls it "E1" HUH??? It looks like a cap and when I stuck a meter across it, It reads open both ways in OHMS setting. Anybody know what E1 means??

It looks like a cap to me with a split in the top. It's the yellow one with the split on the upper right corner..

it says 001M on it and 1KV

It's a spark gap for surge protection. I got the meter all up and running with a battery, and cleaning the switches.

Also, guess it helps to read the manual. For caps below 5uf, it will tell you what they are. Above 5 uf, you have to time it from hooking up the leads and when it says OL
