Yah, probably is the wire... but the question is - Is it the wiring on the inside of the house, or something outside? That is where a "home run" connection comes in - every "respectable" demarc box (the phone interface on the outside) should have a way to completely disconnect and bypass the house wiring. So what you do is disconnect it there, then run a line direct to the modem. Then see if you still have the problem.
If you do not, then it's your wiring in your house. Phone companies will fix that, BUT they will also charge you to do it.
If on the other hand you still have issues, then it's the phone company's problem and they have to fix it free of charge.
Another thing to check is the signal levels. It varies by the make and model modem you have, but if you go to that dslreports.com site then it does have instructions for most models. It also has info on what your levels SHOULD be. Once you know how to do that, then being able to tell the difference between how your modem is now and how it is when you test it with a "home run" connection becomes much easier. I.e. - if your levels are "marginal" now, but perfect after running a line direct, you KNOW it's your wiring or phone(s) in the house causing the problem.
Why is all this important to know? Because should you have to call the phone company to get your issue fixed, it is better to be armed with actual facts to get the right person out there and fix your problem, and to know what your options may be.
