offset holes in PL400 for transistor boards

working on installing the boards and the mounting location for the bottom side (lower) that would attach to the bias transistor is offset, I am assuming this will need drilled, just checking to be sure.

If you mean backplanes and installing in an early 4 fin unit, the dimensions are in the instructions bottom of page 2 of 50, note 5
