Would it be accurate to say that the only thing keeping a series I PL model 700 from being converted into FC version of a WOPL as of today being the lack of available cooling fins?

The transistor hole patterns are different so the backplane boards won't line up with the existing chassis and heat sink holes. I have a 700 Series I too and found out from Lee and Joe that the patterns don't match. You can get a chassis from Joe but no heat sinks as of yet.
That was my understanding. I just need to find a source for fins and I'm good to go, capice?
I've already got a quasi WOPL, want to try an FC down the road.
One thing you can , and what I am going to do to mine, is upgrade the control board the white oak along with new power caps and transistors. You can at the same time change the existing backplate components to full complimentary , not to hard to do. That will give you a kick ass amp. My dad bought this series one on or about 1970 and I still have it.
