Looks to me like a kit to basically insert a tube bias resistor without having to take the device under test apart. It allows the use of Ohm's Law to calculate the bias current by measuring a voltage across a series resistor of known value.

With Ohm's law if you know any two values of resistance, current, or voltage one can easily figure the missing value.

I = current in amps
E = voltage in volts
R = resistance in ohms.

E = I * R

I = E / R

R = E / I
