They do.

California's emission standards are among the most stringent in the nation, and their laws were violated when others might not have been so much, and there are other reasons.

When you are paying 14-15 BILLION in fines and repairs or replacement costs, a few paltry million dollars is pee in the pot.

As this point the survival of the company is a far larger spectre than that fine.
