Anyone know if you can polish Stainless Steel by hand to remove small scratches?

Don't know yet - it's a record weight described as raw stainless steel with minor scratches. Probably looks OK already and I'm not picky but if all it takes is some Flitz and elbow grease I'd sit down with a rag and polish er up.
