I'm going to take a guess, but I think the sender has an opportunity to edit the original PM while in the Outbox, before it is sent to its destination as a Sent Message.
Until the recipient opens it, you can edit or delete (like in case you rashly judge FRED-B a *%@# and need to fix that or skip it now that you have discovered maybe you are a =@@*% instead).
