Its been legal in Canada since 2018 and I strongly suspect that is what got Justin Trudeau elected Premier.
The provinces are resposible for regulating sales, production, rules for consumption, etc, etc. I don't use it so I'm not well informed but I think rules and regulations regarding dispenseries are still being fine tuned.
I do not think selling legal cannibis is all that profitable.
Where I live now in small town South Central BC, it could be that most of the population are frequent users because the aroma is pervasive. And of those I've conversed with, none buy cannabis at a dispensery mostly due to cost. They either grow their own, a certain number of plants is permissable, or they buy black market online. It sounds to me like the good ol' neighbourhood dealer is a thing of the past.
