Yes, as do Li Ion batteries. Most all items that are liquid electrolyte based degrade over time.

Most everything degrades over time. The question is what is its expected useful life? or MTBF - Mean Time Between Failures. It's important when designing for military, generally not as much for commercial, even less for consumer grade.
To increase MTBF parts are selected by 'burn in'sometimes for years depending on the level, like Class S - everything has at least 3 years burn in, so by definition your designing with 3 year old technology. A Tant cap will often outlast an electrolytic in shelf life, but can be more subject to failures from heat cycling and fail sooner in real world application. Both may typically last decades. Longer than the expected useful life of the product. Generally in consumer designs it's not the first concern.
