Boot from the DVD disc and then there should be a desktop icon called install Linux Mint/Serena. Click on that and then follow the instructions on your monitor. Google is your friend.

Ok, I had trhe chance to pickup a basket case Optiplex 780 for parts but I guess since you no longer have that computer. I'll pass on the 4 core optiplex with 8gb of memory.
