Most woofers for horn loaded speakers have a X of between 5 to 8 mm excursion

Lower forward voltage. I had your bias problem and Joe suggested changing D6 to the bat41 and it worked perfectly. My bias pot is in the middle now

Change D6 to a Bat 41 diode and it will bring your bias into the correct range with plenty of adjustment

Looks like you have a few different outputs. They should all be same if possible. Also what is the bias voltage. Also the drivers are different. Looks like who ever repaired it was not familiar with Phase Linear specs
